10 March 2021 | PUBLIC service delivery is central in governments’ role both at national and sub-national levels to address complex social and economic challenges. UCLG ASPAC is proud of the opportunity to support the Indonesian Ministry of Home Affairs (MoHA) in revising the Ministry’s regulation on the delivery of public services by local governments. The revised regulation has formally been enacted with Minister Regulation No. 59 the Year 2021 concerning the Implementation of Minimum Service Standard marked by the launch ceremony.
The new regulation launch took place in Jakarta on Thursday, 10 March 2021, and was conducted in hybrid mode. The ceremony was attended by relevant keyline ministries, local governments representatives, and international partners. Hosted by MoHA, the keyline ministries attending the launching ceremony included the Ministry of Education, Culture, Research and Technology; Ministry of Health; Ministry of Public Works and Housing; National Disaster Management Authority (BNPB); and Ministry of Social Affairs. Those are ministries in charge of relevant basic services which also provide supervision to local governments.
During the opening ceremony, MoHA’s Acting Director General of Regional Development representing the Minister shared that the newly revised regulation aims at providing guidelines to regional governments including regional council members to implement the minimum service standard more effectively as an improvement of previous regulation. It also aims at accelerating local development for people’s prosperity by making sure that every citizen enjoys high-quality basic services in their locality. Thus, the national government encourages all sub-national governments to be fully committed and be consistent in the implementation of the regulation, he added.
UCLG ASPAC welcomes the new MoHA regulation on minimum service standards and is committed to supporting the follow up of the launching for further dissemination to regional governments. UCLG ASPAC and MoHA will continue the partnership in ensuring the effective implementation of the new regulation to also promote the achievement of sustainable development goals at the sub-national level by consistently implementing the regulation.
This support is also conducted in conjunction with the efforts to strengthen the partnership between UCLG ASPAC and MoHA to enhance the capacity of local governments in delivering the public services.
