Master Planning of Punggol Eco-Town

For many rapidly growing cities, balancing high-density housing with environmental sustainability is a major challenge. Singapore addressed this by transforming Punggol from a rural farming village into the nation’s first comprehensive eco-town.

Located in the northeast of Singapore, Punggol was once a rural settlement known for fishing and farming. Since the 1990s, it has been transformed into Singapore’s first eco-town, planned to eventually accommodate around 96,000 homes. Led by Singapore’s Housing and Development Board (HDB), Punggol has been developed through successive planning phases that combine waterfront living, public housing, smart technologies and environmental innovation.

A major milestone was the creation of My Waterway@Punggol, a 4.2-kilometre man-made waterway linking two reservoirs and reshaping the town around a waterfront lifestyle. Punggol also serves as a “living laboratory” for testing new urban solutions, including digital twin modelling, integrated environmental simulation, smart rainwater harvesting, pneumatic waste collection, smart lighting and EV-ready parking. Green infrastructure such as floating wetlands, extensive cycling networks and eco-precinct housing has helped improve biodiversity, encourage active mobility and support more sustainable urban living.

Punggol’s development is supported by a strong whole-of-government approach and sustained community engagement. Design competitions, public consultations, welcome events for new residents and eco-learning programmes have all helped shape the town while encouraging residents to adopt greener lifestyles.

The case shows how public housing can go beyond shelter to become a platform for innovation, sustainability and community-building. Other cities can draw lessons from Punggol’s integrated planning approach, long-term policy support and use of pilot projects to test and scale urban solutions.
