Local Innovations Spotlighted: ASEAN Smart Urban Green Practices Report Launch

April 21–23, 2025 | Ipoh, Malaysia – UCLG ASPAC, in partnership with the United Nations Capital Development Fund (UNCDF), launched the Smart Urban Green Practice in ASEAN: Best Practice Report during the 3rd City Windows Series (CWS III) held in Ipoh, Malaysia.

This report showcases smart, green urban solutions implemented by local governments across the ASEAN region. The documented practices provide real-world examples of how cities can drive people-centred, resilient development—especially amidst the twin pressures of environmental challenges and dwindling public funds.

The launch took place during the City Windows Series III, a regional event co-hosted by UNCDF and Ipoh City Council under the theme “Transforming Smart Green City Solutions through Blended Finance.” This event brought together national and local government representatives, financial institutions, private sector actors, non-governmental organisations, and development partners to discuss and promote innovative approaches to sustainable urban development and financing. The report plays a crucial role in highlighting impactful local initiatives that are both innovative and replicable. Drawing on diverse case studies, it encourages city-to-city learning and fosters regional collaboration. At its core, the report presents data-backed practices that inform responsive and evidence-based urban governance. It also explores the financing mechanisms that enabled these successful projects, offering useful insights for cities seeking to navigate the complex landscape of urban finance.

Aligned with the objectives of the Smart Green ASEAN Cities (SGAC) Programme, the report supports broader goals to strengthen city capacities in project planning, access to finance, and implementation of smart and green city initiatives. The event and report collectively aim to raise awareness on sustainable financing, encourage multistakeholder dialogue, and build long-term partnerships between governments, investors, and the private sector.

This initiative is more than just a publication—it is a living document that reflects the dynamism and creativity of ASEAN cities. It invites continued contributions and dialogue to shape a more connected, resilient, and sustainable urban future.
