Local Council Association Sindh: Responding to the Humanitarian Crisis of Flooding

PAKISTAN is the 8th most vulnerable country in the world to the impact of climate change even though its contribution to the total global greenhouse gas emission is miniscule (less than one percent). Recent flooding in Pakistan is an example of an ongoing climate catastrophe. The recent flooding in Pakistan caused a dire humanitarian crisis stemming from unprecedented rainfall that has impacted every part of the country. During the flood, Pakistan particularly Sindh and Balochistan provinces faced a dire humanitarian crisis stemming from unprecedented rainfall and floods. National Disaster Management Authority (NDMA) announced that the floods have wreaked havoc in 120 of the country’s 160 districts and the government of Pakistan declared 81 districts to be ‘calamity hit’ in September 2022.

In absence of the local governments in Sindh province, Local Councils Association (LCA) Sindh immediately responded to the emergency and distributed 25,000 ration Begs, 5,500 Tents, 2,700 Trapals, and 5,000 Mosquitoes Nets.

The President of LCA Sindh, Mr. Syed Kumail Haider Shah made extensive visits to the affected areas of the province and evaluated that Sukkur, Rohari, Pano Aqil, Khairpur districts were among the most specifically targeted areas for immediate response in Sindh province.

During the rescue stage, LCA Sindh in collaboration with the UAE Government assisted the flood victims in terms of medicines, food, clothing, and tents, and with the collaboration of other local Non-governmental Organisations (NGOs) and the Sindh provincial government distributed food items and hygiene kits to thousands of people.

Due to the outbreak of water/airborne diseases by the record-breaking flooding, LCA Sindh organised eight medical camps in the districts for tests for malaria, typhoid, and dengue diseases and provided treatment to the flood victims by highly qualified doctors where around 15,000 people were tested and treated for free. In addition, mosquito repellent spraying was performed on a regular basis in flood-affected areas. Aside from that, LCA Sindh built the largest camp city in Pakistan in Pano Aqil district, which included 20,000 camps. Furthermore, other small tent units in Sukkur and surrounding areas were developed. LCA Sindh assumed responsibility for food and medical care in the camp city and units.

Apart from that, LCA Sindh board members distributed cooked food among 5,000 families at different locations during the flood response from June to October 2022.  The president of LCA Sindh, Syed Kumail Hyder Shah, donated around USD 3,846 to flood most affected victims, including pregnant women, newborn babies, and mothers who had just given birth.
