Governor Dakila Carlo E. Cua: New President of UCLG ASPAC

UCLG ASPAC welcomes the newly elected President, Governor Dakila Carlo E. Cua, or Gov. Dax for short. Under his leadership, Governor Dakila will set his vision for the Organisation. Let’s see closer to what he will bring to the Organisation and what he has done.

Vision Statement

Taking the leadership role, Governor Dax would like to amplify UCLG ASPAC’s impactful work, extend expertise, resources, and opportunities, and wisdom. He will continue the legacy through:

  • Empowering local commitments to create tangible impacts, and empower each local government’s contribution to regional development.
  • Tailoring local solutions by establishing problem-specific innovations system for data and tech-driven solutions.
  • Strengthening regional networks by fostering robust networks between local governments, academia, and the private sector.
  • Engaging youth by promoting their involvement in decision-making processes, tapping into their innovative ideas and perspectives, and ensuring their contribution to our works.

Prior to becoming President of UCLG ASPAC, Governor Dax has shown his great works in the Province of Quirino as well as in leading the Union of Local Authorities of the Philippines (ULAP).

Governor Dax started serving at 23 years old, became the youngest vice-governor at that time, and currently is in his second term leading the Province of Quirino as Governor. Throughout his political journey, Governor Dax has put a high priority on the improvement of the quality of life of local people, such as in the fields of health, education, infrastructure, agriculture, and livelihood. He has also been promoting investments and public-private collaborations.  

“As our local communities thrive, they form a solid backbone for the nation, fostering economic growth, attracting investment, and creating employment opportunities. The prosperity that emanates from the local level ripples outward, benefiting the nation as a whole,” he said.

Under the leadership of Governor Dax, ULAP has not only been active in articulating local government positions with partners in the national government, civil society organisations, and other stakeholders, but more importantly also in spearheading and organising programmes and projects in the Philippines and abroad to uplift local governments and local chief executives in local autonomy, good governance, and sustainability.

These are also reflected in the various awards that Governor Dax receives from various parties: Gawad KKK –Outstanding Youth of the Philippines Award, the Most Outstanding Vice Governor of the Philippines, the top-performing Governor in the Philippines by the RP-Mission and Development Foundation Inc. (RPMD) for his excellence in “constituent service” and service to the nation, and most recently, he is one of Asia’s Renowned Legislative Leaders by the Asia’s Golden Icon 2023 Award Council, and the Department of Interior and Local Government’s Seal of Local Good Governance for six years running.
