GCoM SEA in Indonesia: Building Climate Adaptation and Mitigation Skills in Four Pilot Cities

January 2022 | UCLG ASPAC, as the Secretariat of the Global Covenant of Mayors for Climate and Energy Southeast Asia (GCoM SEA), started the four-day intensive training session on Impact Potential (Adaptation) and Greenhouse Gas Inventory (Mitigation) for its four pilot cities in Indonesia: Pontianak (11-14 January 2022), North Minahasa (18-21 January 2022), Tangerang (24-27 January 2022), and Medan (31 January and 2-4 February 2022). The training was conducted on hybrid mode and attended by members of Climate Change Working Group  (POKJA) of each city, from decision-makers to technical team, with technical assistance guidance from the Center for Climate Risk and Opportunity Management in Southeast Asia and Pacific of IPB University (CCROM-SEAP IPB).

In this training, the POKJA members were split into two big groups: Adaptation and Mitigation groups. The Adaptation Group learned about policy on climate change adaptation; climate change and impact potential of the phenomenon; the concept of extreme climate analysis; the concepts of climate vulnerability, impact potential, and risks; and SIDIK (Vulnerability Index Data Information System developed by national level government). The Mitigation Group learned about policy on climate change mitigation; basic principles of Greenhouse Gas (GHG) inventory; key category analysis; GHG inventory in energy/industry, AFOLU (Agriculture, Forestry and Other Land Use), and waste sectors; and SIGN SMART (National GHG Inventory System).

The Adaptation and Mitigation Training is the first of a total of three training sessions for the four pilot cities in Indonesia in developing their Climate Action Plan (CAP). The other two will include (1) Climate Threats and Risks (Adaptation) and Baseline and Scenario (Mitigation) and (2) Developing Climate Change Adaptation and Mitigation Plans. The second session is planned to be conducted in March-April 2022 while the third one in June-July 2022.

These series of trainings are designed so that the Working Group members (in particular) and pilot city governments in general can increase their capacity in handling climate change, both in adaptation and mitigation activities. By the end of 2022, the four pilot regencies/cities are targeted to complete the CAP so that they can further be assisted to obtain funding for their innovative climate actions.
