July 8-10, 2026 | UCLG ASPAC continued its support for global advocacy to strengthen local government access to climate financing at the Ninth Meeting of the Board of the Fund for Responding to Loss and Damage (FRLD B9) at the Asian Development Bank Headquarters, Manila, Philippines.
“As the Fund moves towards implementation, we encourage the Board to ensure that the observer architecture and consultative forums effectively connect global decisions with local realities,” said Atty. Elmer Datuin, National Chair for Advocacy of the Philippine Councillors League and Councillor of Baguio City, who represented the Local Governments and Municipal Authorities (LGMA) constituency. He highlighted the importance of explicitly recognising the LGMA constituency as an active observer and acknowledging local governments as key stakeholders in the FRLD process.
The Fund is currently in its startup phase under the Barbados Implementation Modalities (BIM) with an initial allocation of USD 250 million. A total of 176 funding requests are currently in the BIM pipeline, representing a combined value of USD 2.8 billion. The majority of these requests included activities addressing both economic and non-economic loss and damage resulting from extreme weather events.
