July 9-11, 2025 | Cebu – UCLG ASPAC attended the Sixth Meeting of the Board of the Fund for Responding to Loss and Damage (FRLD) held in Cebu, July 9-11, 2025. Atty. Elmer Datuin, Councillor of Baguio City and Chairman of the Advocacy Committee of the Philippine Councillors League (PCL), an active member of UCLG ASPAC, represented the Local Governments and Municipal Authorities (LGMA).
“Let us take this opportunity to set a new standard for international climate finance. One that doesn’t just reach the ground but starts from the ground.” In his intervention, Councillor Datuin urged the Board to ensure local government engagement, establish a pathway for direct access of local governments, and create a civil protection funding window.
The Board adopted decisions on the following: 1) Barbados Implementation Modalities; 2) Operationalising the Barbados Implementation Modalities: Guidance to the Co-Chairs for engagement with the interim Trustee; 3) Matters related to active observers and other stakeholders; and 4) Guidance for FRLD Focal Points. LGMA participated in the FRLD Board meeting as an observer, being one of the nine constituencies of the United Nations Framework Convention on Climate Change (UNFCCC).
