UCLG Retreat: Preparation for Daejeon World Congress and Workplan 2022

21-25 February 2022 | UCLG ASPAC Secretariat attended UCLG World Annual Retreat 2022 held in a hybrid format at Hotel Catalonia Ramblas in Barcelona. The retreat focused on the 2022 World Summit of Local and Regional Governments and the UCLG World Congress taking place in Daejeon with discussions on the main tracks of the event: Assembly, Town Hall, Local4Action and Statutory. On the occasion, UCLG ASPAC shared its 2022 priorities and potential contributions in the region. UCLG ASPAC is glad to be able to join the event both on-site and virtually and looking forward to further collaborations to strengthen the Asia-Pacific region and contribute to the global development.

#1 Day

Participated by 170 participants in person and 216 participants joining online from regional sections, local governments, local government associations, and partners, the first sessions were set for a face-to-face participant to join in a dynamic and interactive exercise for the introduction. In the “Welcome to 2022” session, UCLG World Secretariat present the power of municipal movement and hopes of UCLG towards the Daejeon Congress in October this year. The 2022 work plan was laid out for the year and opened a conversation to start looking at priorities together. UCLG World Secretariat team took the stage to share their workplan.

The retreat continued with the Assembly: The Agenda of the Movement and the Gathering of the UCLG Regional Sections and Consultation mechanisms to bring together the political vision of the World Organisation towards the UCLG World Summit of Local and Regional Leaders.

The workshop on Voluntary Subnational Reviews (VSR) was participated by regional sections. UCLG ASPAC Secretariat shared the Voluntary Local Reviews (VLR) Surabaya and VSR Indonesia that were included in the Indonesia’s Voluntary National Report and reported to the High-level Political Forum (HLPF) in 2021.

Secretaries General of Metropolis, UCLG ASPAC, UCLG Africa, UCLG MEWA, UCLG Eurasia, UCLG-NORAM, FLACMA, Mercociudades, and the Forum of Regions gathered and presented their priorities for the year and evaluated the impact of the pandemic and how the past two years had enabled them to re-evaluate global priorities, and how they are heading to achieve the Pact for the Future. Below are some of the priorities shared by the Secretaries Generals:

  1. Advocating to protect the planet;
  2. Reducing inequalities between men and women; 
  3. Addressing the challenges of the urban era; 
  4. Enhancing coordination among the UCLG Sections and Secretariats; and 
  5. Strengthening local democracy and the mechanisms needed to protect local governance.

UCLG ASPAC Secretary General joined virtually presented the manifesto and work plan of 2022. The focus of UCLG ASPAC is addressing the regional advocacy approach to achieve the global agenda regarding the Asia-Pacific Local Governments (APLG) coordination. The second priority focuses on climate change and resilience including the disaster risk reduction as one of the region’s top priorities; thirdly, using the regional network such as ASEAN Mayors Forum as the strategic platform for local governments for localisation of the Global Agendas. She also added important events in the region such as U20 in Jakarta, and UCLG ASPAC council meeting, organised in conjunction to the UCLG World Congress 2022 in Daejeon and invited all participants to the Daejeon Congress.

The retreat, through the Town Hall Process, dedicated the session to exchanges with the civil society, aiming to shape the future social contract. It is also one of the political processes that will guide organisation’s work plan throughout the Congress. With the tagline #CitiesAreListening, the third day gathered over 160 people physically and over 300 online participations.

The fourth day of the retreat was more on the discussion of Global Taskforce movement, it started with the discussion of Lampedusa charter addressing the issue of migration and displacement. The global taskforce also brought the issue of decentralised cooperation which is the main issue of UCLG CIB for promoting local cooperation among members. The UCLG ASPAC representative shared the commitment of UCLG ASPAC on DC that can work closely with others in various issues such as climate/resilient, digitalisation, tourism, and maritime cooperation.

The fifth day of the retreat focused on the Local4Action Day: An Equality Driven Movement that extends the solidarity of Crisis in Ukraine. UCLG ASPAC Secretary General shared the UCLG ASPAC’s President message and emphasised the urgency of solidarity, collective action to protect the people and civilian toward the war.

The UCLG presidency meeting started with the speech from Ugur Ibrahim Altay, Mayor Konya as Co-President and he shared the retreat summary and expressed his deepest feeling to the crisis in Ukraine. He calls for unity and collective movement as UCLG promoting the peace and soft action in any kind of crisis. The meeting also discussed the preparation of UCLG Congress in Daejeon that will raise key issues including the peace prize, migration and displacement, culture, resilience, localising global agenda 2030, and the statutory.
