UCLG ASPAC – Ministry of Home Affairs of Indonesia: Evaluation and Coordination for Better Support to Our Members

[et_pb_section fb_built=”1″ admin_label=”section” _builder_version=”3.22″][et_pb_row admin_label=”row” _builder_version=”3.25″ background_size=”initial” background_position=”top_left” background_repeat=”repeat”][et_pb_column type=”4_4″ _builder_version=”3.25″ custom_padding=”|||” custom_padding__hover=”|||”][et_pb_text admin_label=”Text” _builder_version=”3.27.4″ background_size=”initial” background_position=”top_left” background_repeat=”repeat”]17 February 2022 | Following the three year Memorandum of Understanding (MoU) between UCLG ASPAC and the Ministry of Home Affairs (MoHA) of Indonesia signed in 2020, both parties held a coordination meeting to evaluate the cooperation conducted during 2020-2021 and discuss the 2022 UCLG ASPAC programmes that are related to the Ministry and UCLG ASPAC members in Indonesia. UCLG ASPAC provided a space for dialogue on how cities and local governments in Indonesia could best obtain membership advantages from the organisation. The meeting was attended by approximately 80 participants and conducted on a hybrid format in Semarang.

UCLG ASPAC Secretary-General Dr. Bernadia Irawati Tjandradewi welcomed the participants by emphasising the role of UCLG ASPAC that are beneficials for members such as facilitating city to city or local governments to local governments cooperation, capacity building, localising Global Agenda, as well as COVID-19 recovery in collaboration with relevant partners. On this occasion, Dr. Bernadia thanked MoHA on the fruitful cooperation mentioning the recent collaboration success on the revised regulation on minimum standards of basic services (SPM). Dr. Bernadia also thanked Semarang City for their kind assistance and help to make the meeting run well.

Mr. Heriyandi Roni, Head of Cooperation Facilitation Centre of MoHA appreciated the works carried out by UCLG ASPAC for local governments and members in Indonesian. He stated that members should optimise the membership benefits to empower and improve local capacity and ability of community through collaborative programmes. He also thanked related Ministries/Institutions who have helped the Ministry of Home Affairs in overseeing collaboration with UCLG ASPAC. “The collaboration can make a significant contribution to the implementation of development in Indonesia in general and in the area of ​​cooperation, especially in the context of participation in improving public welfare,” he said.

The first session of the meeting was dedicated to the evaluation of cooperation between MoHA and UCLG ASPAC for the period of 2020-2021. A representative from the Directorate General of Regional Development of MoHA presented the revised regulation on SPM in detail and proposed some programmes for 2022.

UCLG ASPAC Secretariat presented the programmes and activities for Indonesian members  that had been carried out during 2020-2021, including LOCALISE SDGs, Climate Resilient and Inclusive Cities (CRIC), Global Covenant of Mayors for Climate and Energy (GCoM) programmes, and public space development in Palu City. UCLG ASPAC also facilitated solidarity act through donation of medical supplies to help cities in facing COVID-19 and assisted members in the preparation of Regional Development Planning documents on Voluntary Local Review.

The second session of the meeting discussed the 2022 UCLG ASPAC Cooperation Programme Plan. UCLG ASPAC Secretariat presented the proposed 2022 Work Plan covering the activity continuation and proposal of new programmes, including UCLG ASPAC’s plan to develop members’ needs assessment and membership dashboard. In this session, members showed their interests to establish city-to-city cooperation, to have technical support on a specific issue, and have cluster cities based on the same characteristic.

The key messages of the meeting were:

  • Indonesian local governments look forward to getting their capacity enhanced in terms of international internship programmes,
  • The active participation of Indonesian local governments is expected to ensure the set program run optimally,
  • UCLG ASPAC is to share the Work Plan draft to Indonesian members for comments and inputs (responses received no later than end of February 2022),
  • MoHA will coordinate with relevant institutions relating to the monitoring of MoHA-UCLG ASPAC cooperation.

Concluding the meeting, UCLG ASPAC Secretary-General thanked the inputs and suggestions from members and potential members related to UCLG ASPAC activities and work plan. She also encouraged members to actively participate in supporting the G20 Presidency of Indonesia and to nominate in critical positions in UCLG ASPAC governing body to further get involved in developing organisational policy.
