Background
‘Local Empowerment, Advocacy and Development (LEAD) for SDGs localisation in Pakistan’ is a 4-years (2019-23) programme, co-funded by the Delegation of European Union in Pakistan (EU) and UCLG ASPAC to support the Pakistan’s national government and Balochistan and Sindh provincial governments to localise and achieve the 2030 Agenda. This programme is implemented by the UCLG ASPAC, in partnership with its member organisations, the Association for Development of Local Governance (ADLG), the Local Council Associations of Balochistan (LCAB) and Sindh (LCAS).
The programme supports the Government of Pakistan in mainstreaming and localising the SDGs, in line with National and Provincial Frameworks. The programme is enhancing institutional capacities and strengthening local governments for improved public service delivery for better livelihood of local communities. It shall overall impact on the lives of 61 million residents of the Provinces of Sindh and Balochistan.
LEAD for SDGs Programme Pakistan is currently calling for applications from qualified candidates to fill in the post of a Knowledge Management & Communication Manager for the LEAD for SDGs Programme Pakistan based in Islamabad.

Job Summary:
Under the supervision of Team Leader in Islamabad, the Knowledge Management and Communications Manager in Islamabad will be responsible in the development and implementation of the overall knowledge management system and communications protocols and products of the LEAD for SDGs Programme Pakistan, from the knowledge production phase to the knowledge dissemination phase, which will include research and publications. This is the lead position on knowledge capture and management. S/he will work closely with provincial coordinators and district field officers for wider outreach and promotion

Key Responsibilities:
- Lead in the development of knowledge and data management system on SDGs.
- Regular updating of the communication strategy and its implementation for internal and external stakeholders.
- Lead the research and analysis to produce publication of the LEAD for SDGs Programme Pakistan pertaining to SDGs.
- Enhance the knowledge management capacity of local authorities to inform planning and policy development by promoting evidence-based integrated and sustainable development-oriented solutions pertaining to SDGs.
- Produce quality knowledge products including the brochures, leaflets, fiche and communication packages.
- Produce monthly E-newsletter and quarterly, bi-annual and annual newsletters and reports.
- Compile and synthesise relevant existing and emerging research, information and analyses and manage the production and dissemination of a diverse range of information products (info graphics, reports, maps, etc.).
- Produce and disseminate information products, analytical and policy briefs to inform better policies and programming in the search for durable solutions.
- Facilitate and coordinate knowledge sharing activities between actors at local and national level encompassing both real time learning, and longer-term lessons learnt processes.
- Facilitate and manage preparations for learning events and workshops to promote cross-learning and carry out dissemination of SDGs learning tools as appropriate.
- Develop publication and dissemination of written materials and content for various communication medias, which may include content for project reports, newsletters, website, and social media channels, photographs, conference abstracts, reports, presentations, technical briefs, and other communication products as deemed appropriate.
- Ensure compliance with all projects/contract requirements (including branding and visibility) that relate to reporting (projects report and annual activities reports).
- Set internal and external communications standards, guidelines, processes and protocols in line with the UCLG ASPAC communication strategy.
- Build and maintain relationships with stakeholders and allied organisations pertaining to project activities.
- Provide documentation as detailed by reporting protocols and individual project contract requirements.
- Prepare qualitative and quantitative progress reports on periodical basis.
- Ensure that documentation and other project information is correctly entered into the appropriate spreadsheet or database.
- Conduct regular coordination meetings with the field team(s) for progress updates.
- Keep track of lessons learned and share it with the management.
- Represent the programme at external meetings and other coordination meetings as necessary.
- Any other task assigned by the supervisors.

Working Conditions & Travel:
- The position is based in Islamabad with regular travel to field sites and provincial offices. Each candidate needs to show his/her willingness to travel to remote parts of the Province.

Person Specification:
Education and Experience:
- Master’s degree in research, Communications, Development Studies, Information, or other related fields from Higher Education Commission recognised university.
Experience, Skills & Competencies:
- At least, 7 years of past experience at the managerial level in development programmes with a progressive track record on knowledge management and communications related work.
- Has strong past experiences on Local Governance, Millennium Development Goals (MDGs), Sustainable Development Goals (SDGs) shall be given preference.
- Has experience in working with the government officials at various levels, particularly related to local development and local governance.
- Has solid knowledge and experience in communications, including strategic communication, knowledge sharing, and e-platforms.
- Experience in developing communication products, including technical briefs, programme updates, newsletters, etc., for a variety of audiences including members, donors and external partners.
- High level of skills and competencies, communicating development results to a wide range of stakeholders and audience.
- Experience of working with EU-funded programme will be an asset.
- Experience in working with key stakeholders and partners.
- Fluency in written and spoken English with strongly demonstrated report writing skills in English language.
- Has strong analytical, communication and interpersonal skills.
- Be willing to travel during the project’s implementation when required.
- Proficiency in the use of Microsoft office packages, Adobe Creative Suite, and other relevant packages.
- Good knowledge of Microsoft office (word, excel, outlook express, internet, power point) and preferably project management software.
- Solid experience with managing and maintain websites and social media.
- Has ability to work in a team and individual supported by good and positive work ethics/attitude and integrity.
- Proven experience of managing medium-sized teams.
- Excellent verbal, written and presentation skills in Urdu and English. Knowledge of local languages, Sindhi, Pushto & Balochi shall be an asset.
- Ability to translate data from local language to English or Urdu.
- Experience of planning, organising and delegating work.
- Time management skills and qualitative report writing experience.
- Experience of working in communities and building collaborative relationships.
- Ability to work in stressful conditions and remote geographical areas.
- Having organisational commitment, personal integrity, ability to work with diverse groups of people and respect for others.
