Background

UCLG ASPAC is the largest regional section of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS).  UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is based in Jakarta, Indonesia and hosted by the Provincial Government of Jakarta.

UCLG is a worldwide association of local governments and the officially recognized voice of local governments by the United Nations. UCLG ASPAC has linkages to more than 7,000 cities and local governments. It represents well over 3.76 billion people – more than half of the world population – and incorporates economically fast developing countries such as China, India, and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programs, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies.  It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good governance.

Following the expansion of its Secretariat in Jakarta and to support the increased cooperation of cities and local governments, UCLG ASPAC is inviting professional and dynamic people to fill in the newly opened positions. UCLG ASPAC is recruiting Finance Manager for a one-year (1) period with possibility of extension, based on satisfactory performance. The Post is assigned to ensure that the organization has further improvement on its financial systems and operations; to develop and implement effective, efficient, high quality and accountable financial standards and practices; and to maintain strong and continuously growing financial portfolios that support and sustain the overall organizations’ programs and operations. The Post will supervise the Secretariat’s finance team and will provide guidance and technical assistance needed to enable them to carry out their duties optimally and achieve the goals and objectives of the finance division. The post will report directly to the Head of Bureau of the Secretary General.

 

Objectives:                                                                                                  

  1. To be responsible in the oversight and management of all of the organization’s finance systems and operations;
  2. To be responsible for preparing long-term financial goals of the organization and developing the strategies and plans to achieve the goals;
  3. To be responsible in ensuring healthy and quality day-to-day financial management and practices that meet the internal and external requirements and standards;
  4. To be responsible in ensuring the production and delivery of quality products and/or outputs related to the financial management, from the development and planning stage through to reporting stage;
  5. To be responsible for the provision of direct supervision, support, technical assistance and capacity strengthening of the finance team in the overall financial management areas, including the development of various financial management guidelines and/or manuals as relevant;
  6. To be responsible in the overall communications with the internal and external stakeholders including donor agencies on affairs related to the finance and financial management areas.

 

The Finance Manager will undertake the following tasks:

  1. Developing financial strategic goals and plans, including developing strategies that will minimize the financial risks of the organization.
  2. Preparing the annual budget and quarterly forecasting for the organization’s overall activities and operations.
  3. Developing and strengthening financial guidelines, manual, procedures and other guiding documents as needed.
  4. Overseeing the flow of cash and other financial instruments.
  5. Developing internal control and financial monitoring system.
  6. Actively participating and contributing in the development of the ERP system in the organization.
  7. Preparing financial reports and other deliverable items related to financial management as required in high quality and timely manners.
  8. Undertaking analysis on financial data and reports and providing recommendations and advices to the senior management team.
  9. Being point of liaison and communications on finance related work and issues with members and the external parties.
  10. Ensuring compliance with applicable laws, procedures and/or agreements with external stakeholders.
  11. Planning, directing and delivery of capacity strengthening activities to the finance team and to the overall staff of the organization.
  12. Perform any other duties as reasonably required from time-to-time as assigned by the Head of Bureau of the Secretary General and/or Secretary General.

 

Qualifications:

Education:

  • Preferable Master’s degree in Finance Management, Business and Administration (MBA), Management and/or related fields.

Experience:

  • Minimum 8 (eight) years of professional experience on financial management with progressive record in the development and/or humanitarian fields, and/or working in a similar position in an non-profit organization and/or an international organization;
  • Experience in financial management, project management, planning and implementation;
  • Familiarity with donor funded development project and contracting issues;
  • Managerial experience grant management;
  • Experience in working in an international environment, respecting different cultures and nationalities;
  • Demonstrated experience working with cities and local governments, multi-donor agency and/or development partners.

Language:

  • Excellent command of English and Bahasa Indonesia, verbally and in writing.

Computer skills:

  • Advanced computer skills, particularly MS Office.
  • Experienced in using and/or operating ERP system.
