UCLG ASPAC, through Climate Resilient and Inclusive Cities (CRIC), contributes to the global development agendas in manifesting resilient cities and communities and increasing climate action. This is done, one of which by supporting the city of Bandar Lampung to mitigate and adapt to climate change through the development of floods early warning system.
Challenge: Flood in Bandar Lampung
City of Bandar Lampung has been experiencing annual flood, with documented evidence shows 2 to 3 flood incidents a year. The flood risk is even greater in the face of climate change given the contributing factors such as, weather and climate factors; inadequate drainage system, lowland, riverbank settlement and unplanned land-use change.
As one of the ten pilot cities joining the Climate Resilience and Inclusive Cities Project, Bandar Lampung has committed to transitioning towards climate-resilient and inclusive cities by forging collaboration between stakeholders in the city.
CRIC Support
Several measures have been made to assist Bandar Lampung. With CRIC support, the city has established a working group to ensure the inclusion of this issue into its local development plan. The working group is a platform for all city stakeholders to advocate for policies and programme to alleviate floods while promoting climate literacy. To support Bandar Lampung, CRIC has produced the Urban Analysis Report providing insights on the characteristics of the city and its climate risks. This report provides the basis for CRIC to develop a tool that is relevant to tackle the most-pressing problem in Bandar Lampung, which is flood. Throughout the process, city of Bandar Lampung has gained inputs to tackle the city’s challenge including:
- Development of integrated early warning system for flood and the need to enhance it through analysis of climate change;
- A landscape analysis approach to mitigate the risk of flooding in the upstream and downstream rivers;
- Build infrastructure that is adaptive to flooding/climate change;
- Enforce zoning rules organise residential areas
The development of early warning system will protect flood-prone areas and to reduce the potential losses (economic and non-economic).
The EWS that the city needs will include:
- Standard Operational Procedure (SOP) for Early Warning System (EWS) to improve multistakeholder coordination in flood management
- Flood risks map and hazard monitoring services
- Capacity building for local communities to respond to disaster
- Media and communication
The city also needs to optimise the existing programme dealing with the convergence between disaster and climate change such as Program Kampung Iklim (Climate Friendly Village Programme) and Desa Tangguh Bencana (Disaster Resilient Village).
