A DELGOSEA Standing Committee gathered in Manila on 24 August 2015 to discuss several issues, including the new monitoring and evaluation framework, the proposed new format for the activity plan for 2016 and a new structure and charter for the network.
Secretary General of UCLG ASPAC, Dr. Bernadia in her opening remarks stated the long-term commitment of UCLG ASPAC on DELGOSEA and its continuous effort to engage ASEAN. The upcoming ASEAN Mayors Forum in Makassar in September therefore will be a good place to foster a regional network for local governments in ASEAN.
Regarding the Activity Plan for 2016, the Programme Manager of KAS, Gennessy Detubio, presented the new format for the activity plan, explaining about the need for objectives, outcomes, and outputs to be SMART, i.e. specific, measurable, attainable, realistic and time-bound.
Regarding the institutionalization of DELGOSEA, the Country Director of KAS Philippines and treasurer of the DELGOSEA Network, Benedikt Seemann, presented a draft for a new structure of the DELGOSEA network, which aims to simplify the network’s decision-making bodies while taking into account the current realities in the network.
In line with the new structure, it was felt that it was time to give DELGOSEA a written charter to help in formalizing the network and define what membership means. Many participants also expressed their commitment to the further expansion of the network, particularly the participation of Brunei Darussalam, Malaysia, Singapore and Myanmar.
KAS Country Director was to take into account the feedback and prepare the Charter for adoption at the next meeting on 7 September in Makassar.
