CRIC Training: Strengthening Local Ownership for Climate Action

JUNE 2022 | UCLG ASPAC collaborative programme for Climate Resilient and Inclusive Cities (CRIC), an initiative funded by the European Union (EU), organised training on Adaptation and Mitigation to strengthen the ownership of climate response for local government in Gorontalo and Kupang. The training activities brought together various related stakeholders, from local government institutions, media, and private sectors, to academicians.

Gorontalo

2-8 June 2022 | Local government of Gorontalo received its first Climate Action Plan Adaptation training, covering the climate change science basis, vulnerability and risks including calculation. The training was attended by 71 participants (35 men and 36 women) coming from various stakeholders. The awareness and capacity building activities will enable local governments to create customised climate action plans based on their risk profiles and local opportunities to contribute to national mitigation and adaptation initiatives. Next, Gorontalo is scheduled to host the second climate change adaptation training between 18-22 August 2022.

Kupang

June 2022 | UCLG ASPAC CRIC Team assisted the local government of Kupang in their Climate Mitigation Training. The training was attended by 44 participants (11 women and 33 men) from different sectors including agriculture, forestry, land use, energy, and waste. During this specific climate mitigation training, participants from various divisions worked together to identify greenhouse gas sources to create greenhouse gas inventories and then analyse the baseline inventories for designing the most relevant climate mitigation plans for their city. Greenhouse gas data from these sectors were analysed, compiled, and structured by participants – assisted by trainers – using the methodology provided by the Indonesia Ministry of Environment and Forestry based on the Guidelines of the Intergovernmental Panel on Climate Change (IPCC) for national greenhouse gas inventories. This climate mitigation plan will help the national government achieves the greenhouse gas reduction target mentioned in Indonesia’s Nationally Determined Contribution (NDC).

Responding to the training was Mr. Raindras Dwiarsa, Staff at Forest Area Establishment Agency XIV Kupang (Balai Pemantapan Kawasan Hutan (BPKH)). He said that the “Bottom-up approach is at the heart of the third climate mitigation training.”

In relation to the reduction target, Prof. Rizaldi Boer, Director of the Centre for Climate Risk and Opportunity Management in Southeast Asia Pacific (CCROM – SEAP) said, “We must collaborate to achieve ambitious emission reduction target, nationally and globally … There are many sustainable funding potentials to support climate action in cities from Indonesian Environment Fund (Badan Pengelola Dana Lingkungan Hidup (BPDLH)) including international funding.”
