A Covenant of City Leaders to Expedite Climate Actions: The Progress

August 2022 | UCLG ASPAC, the Secretariat of the Global Covenant of Mayors for Climate and Energy Southeast Asia (GCoM SEA), ensures smooth facilitation of cities’ commitment toward climate action under the framework of the GCoM Asia Project. In close collaboration with our network in the region, we set out the needs to ensure cities joining the commitment obtain their optimum benefits in supporting their climate journey in their respective countries.

Second National Workshop for Malaysian Cities on Climate Change Change Mitigation, Adaptation and Climate Finance

August 15-17, 2022 (Kota Kinabalu) |Conducted in collaboration with Kota Kinabalu City Hall (DBKK) and Universiti Teknologi Malaysia (UTM) Low Carbon Asia Research Centre, this event was graced by HE Michalis Rokas (EU Ambassador to the Delegation of the European Union to Malaysia), YB Datuk Abidin bin Madingkir (Assistant Minister for Chief Minister of Sabah) and attended by 103 participants on the first day (official launch) with 47 people from 17 local governments and authorities.

The event took the momentum to welcome seven new GCoM signatories from Malaysia: Johor, Kapit, Kulai, Miri, Penang Island, Sandakan, and Sibu, represented by the respective City Mayors signing the GCoM commitment letter. It also witnessed the handing-over of 4 (four) Climate Action Plans (CAPs) developed under the GCoM phase I (International Urban Cooperation or IUC Asia Project): Hang Tuah Jaya, Muar, Penampang, and Tawau. The CAPs were handed over to the Ministry of Environment and Water (KASA) of Malaysia. Under the GCoM phase II (GCoM Asia Project), another four CAPs are being developed, these are Iskandar Puteri, Petaling Jaya, Putrajaya, and Segamat. The National Workshop built participants’ capacity on “Climate Change Adaptation and Mitigation: Introduction and Practical Exercises,” covering (1) GCoM Common Reporting Framework (CRF) Introduction and Guide to ‘How to Prepare a Climate Action Plan?’; (2) Greenhouse Gas Inventory (GHGI) Using CIRIS; (3) Climate Risk and Vulnerability Assessment (CRVA); and (4) Climate Action Plan Development and Implementation. There were also learning activities on “Climate Finance for Programme Implementation” from various speakers and sharing session “Climate Actions by Malaysian Cities: Methods, Experience & Challenges” inviting representatives from Iskandar Region, Iskandar Puteri, Penang, and Muar. Participants experienced site visits to Penampang Energy/TONIBUNG facility (Kg. Nampasan, Penampang) and Kota Kinabalu Wetlands.

Webinar on National Registry System on Climate Change Control for Cities in Indonesia

August 19, 2022 | The webinar was conducted as part of the GCoM SEA project commitment to support the Government of Indonesia in achieving Nationally-Determined Contributions (NDC) from the local level besides a follow-up action to the GCoM National Training on Climate Change Adaptation held in Denpasar (May 24-25, 2022). The event was graced by Mr. Seth van Doorn (Project Manager, Foreign Policy Instrument, European Union Delegation for Indonesia and Brunei Darussalam), Dr. Bernadia Irawati Tjandradewi (Secretary-General, UCLG ASPAC/GCoM SEA Secretariat), Mr. Syaiful Anwar (Director of Greenhouse Gases (GHG) Inventory, Ministry of Environment and Forestry/MoEF) and attracted the attention of 140 participants from local governments, universities, private sectors, and development partners.

In this event, participants got to know that the National Registry System (SRN) is part of the transparency framework under the Presidential Decree 98/2021 on the Implementation of Carbon Economic Values ​​for Achieving NDC Targets and Controlling Carbon Emissions in National Development. He also shared that all climate-related activities and sources that have been through monitoring, reporting, and verification (MRV) and reported to the SRN will be awarded the Emission Reduction Certification (Sertifikasi Pengurangan Emisi or SPE), as presented by Mr. Hari Wibowo of the Directorate of GHG Inventory, MoEF. Mr. Koko Wijanarko (Directorate of Climate Change Adaptation, MoEF) and Mrs. Wahyu Triastuti (Environment Department, Tangerang City Government) also shared the importance of synergy as reflected in the SRN as well as knowledge of relevant practices.

UCLG ASPAC, in its role as the Secretariat of GCoM SEA, continuously expands the awareness to more cities and local governments to, further, assist them in the commitment implementation under the framework of the GCoM Asia Project, funded by the European Union. By assisting cities in formulating their Climate Action Plan, UCLG ASPAC contributes to the realisation of the cities’ and local governments’ commitment and actions towards climate change.
