Second Urban Mekong Corridor Dialogue: Connecting Rapidly Growing Towns and Cities for Inclusive Green Development

December 5-6, 2024 | UCLG ASPAC, under the framework of the Mekong Corridor Initiative (MCI), organised the Second Urban Mekong Corridor Dialogue (UMCD) in collaboration with Cities Alliance. Held in Phnom Penh, Cambodia, on December 5-6, 2024, this was the continuation of the First Urban Mekong Dialogue (CLICK HERE), marking a more significant step toward promoting

 sustainable and inclusive urban development along the Mekong River. The event brought together 80 representatives from local governments in Cambodia, Lao PDR, Thailand, and Viet Nam, as well as national ministries and local civil society organisations pioneering collaborative efforts with local authorities, regional governance bodies, and international development partners. It was hosted by the National League of Local Councils of Cambodia (NLC) and Phnom Penh Capital Administration, co-organised by Cities Alliance and UCLG ASPAC, with support of the Swiss Agency for Development and Cooperation.  

This second dialogue focused on advancing solid waste and plastic management, and nature-based solutions to further strengthen regional collaboration, knowledge sharing, and the capacity of cities to implement inclusive green growth initiatives.

Collaborative Efforts and Shared Vision

The Urban Mekong Corridor Initiative (UMCI) embodies a collective commitment to addressing the complex challenges of rapid urbanisation, environmental sustainability, and social equity in the region. The discussions emphasised specific environmental challenges, such as solid waste management in the Mekong Delta, where waste generation and collection rates pose major hurdles.

Participants explored strategies for advanced solid waste management and the integration of nature-based solutions (NbS), to create actionable strategies for inclusive and green urban development. They also exchanged insights as urban population in the Mekong River Basin is expected to reach 40 million by 2050, ensuring enhanced connectivity and regional collaboration to foster sustainable growth, resource efficiency, and shared resilience.

Regional Challenges and Opportunities

One of key challenges highlighted in the dialogue was the availability of reliable data and information to support effective management of the Mekong River Basin. The Mekong River Commission (MRC) has been actively supporting its Member Countries in data collection, but gaps remain, especially regarding hydropower operations and solid waste management. Accurate data on riverine macro and microplastics is crucial for informed decision-making. The MRC would like to integrate monitoring these pollutants into its Core River Monitoring Network, with funding secured for 2025 and 2026 to enhance the capacity for sustainable monitoring of plastic waste.

Sustainable Waste Management and the Circular Economy

The dialogue also underscored the importance of system approach to waste management. Mr. Steve Long, UMCI Senior Advisor, emphasised that managing waste through reduction, reuse, and recycling is key to minimising environmental impact. The region’s focus on circular economy principles can transform waste management challenges into opportunities for sustainable growth. This vision was reinforced by Mr. Lim Ymeng from Battambang Provincial Hall, who shared successful NbS practices, such as the “One House One Tree Initiative” and upgraded drainage systems, which align urban growth with environmental preservation.

Impacts

Since its inception, the UMCI platform has facilitated several milestones, including discussions for potential loans to support urban waste management projects and strengthened partnerships with MRC and Bloomberg Philanthropies. The dialogue also resulted in a transformative grant for Phnom Penh, enabling a consortium of local governments and civil society to deliver essential services to vulnerable communities.

The Second Urban Mekong Corridor Dialogue yielded productive discussions, valuable insights, and stronger partnerships. The event was also cherished by the cultural experiences shared, including the memorable dinner along the Mekong River.
