Addressing Loss and Damage from the Ground

October 7-9, 2025 | Pasay – UCLG ASPAC attended the Seventh Meeting of the Board of the Fund for Responding to Loss and Damage (FRLD B7) hosted by the Government of the Philippines. This meeting came at a critical time before the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) or COP30 in November 2025.

Atty. Elmer Datuin, National Chair for Advocacy of the Philippine Councilors League and Councilor of Baguio City, represented the Local Governments and Municipal Authorities (LGMA) constituency. “Let this Fund be remembered as the one that turned access into action — and recognition into responsibility — for those of us who stand on the frontlines.” As the Board set up the initial phase of the fund through the Barbados Implementation Modalities (BIM), he reiterated the important role of local and regional governments’ proximity to communities in addressing loss and damage. He urged the Board to facilitate support at the local level.  

The Board adopted decisions on the operationalisation of the Barbados Implementation Modalities (BIM) and will launch the call for funding proposals during COP30. The Board is composed of 26 members representing Parties to the Convention and the Paris Agreement, including 12 members from developed countries and 14 members from developing countries. The LGMA participated in the FRLD Board meeting as Observer, being one of the nine constituencies of the UNFCCC. UCLG ASPAC has been representing LGMA in the FRLD Board meetings held in the Philippines. (B4/Dec 2024, B6/July 2025, and B7/Oct 2025)
