Gender Mainstreaming Training in Public Transportation in Padang City

UCLG ASPAC contributed to a multistakeholder consultation workshop on “Enabling Conditions for Urban Climate Finance in Medan, Binjai, and Deli Serdang, held on December 9, 2024, bringing together over 40 participants from local governments. Organised by ESCAP in collaboration with UCLG ASPAC, GIZ and regional planning agencies, the workshop sought to evaluate and strengthen enabling conditions for urban climate finance. Key outcomes highlighted the importance of adopting green budgeting practices, scaling up pilot projects, and enhancing the use of climate data platforms. In 2025, UCLG ASPAC, in collaboration with ESCAP and GIZ will intensify efforts under the Urban-Act framework to advance climate finance by supporting project pipelines and fostering impactful, climate-resilient initiatives. December 18–19, 2024 | UCLG ASPAC, under the framework of Urban-Act Indonesia and in collaboration with GIZ Indonesia, successfully organised a two-day training session on Gender Equality, Disability, and Social Inclusion (GEDSI) in Padang City. The event, titled “Introduction to Gender Mainstreaming in the Public Transportation Sector,” brought together 70 people from various backgrounds envisioning to integrate gender-sensitive approaches into public transportation planning, with a focus on creating inclusive and equitable urban mobility systems for all.

The event highlighted the importance of inclusion and equality, especially in the public transport sector. Attendees included representatives of the Indonesian Association of Persons with Disabilities, the Indonesian Association of the Blind, the Indonesian Disabled Women’s Association, National Paralimpic Committee, inter-religious organisations, and many other institutions reflecting the vast range of stakeholders in Padang City. The training was also graced with the attendance of the National Development Planning Agency, Ms. Ana Amalia, Directorate of Environment, providing insights into national development planning and the increasing role of institutional frameworks in mainstreaming gender in the transportation sector. Dr. Andre Harmadi Algamar, Acting Mayor of Padang, highlighted the critical importance of gender-responsive urban planning and its potential to create more accessible and equitable cities.

The training was conducted over two days focusing on the introduction of the GEDSI Concept and Practicing the participatory approach. Experts from various Ministries in Indonesia gave their insights on the current transportation plan presented by the Padang City Government and the city’s Regionally Owned Enterprises (Badan Usaha Milik Daerah/BUMD). The event also involved academicians who provided inputs from different perspectives. The event was concluded by highlighting key recommendations that were shared with the Padang City Transportation Agency. These recommendations are intended to guide the drafting of a Mayor Regulation on minimum public transportation standards, including provisions related to fares for people with disabilities, as well as standards for bus stops and the services provided by bus attendants. These measures will enhance accessibility and inclusivity within the upcoming Trans Padang 2025 system.
