THE 3rd UCLG ASPAC Congress themed “Responding to Globalization” was successfully held from 19-22 October 2010 in Hamamatsu, Japan. The congress was hosted by the City of Hamamatsu and also supported by Council of Local Authorities for International Relations (CLAIR).
Including Japan, there were 332 participants from 20 different countries and regions at the congress. On top of this figure, there were a total of 651 participants were participated on the discussions of multicultural society, climate change, tourism promotion through the use of local resources, and inter-city cooperation in the economic sector.
On 18 October 2010, The CDIA Side-line Event: “Financing Urban Infrastructure Investments – Bridging the Gap between Planning and Implementation”, was held at the same venue hosted by Cities Development Initiative for Asia (CDIA). The side event provided participants from Local Governments Associations of developing countries with opportunities to gain exposure and understanding of mechanisms and tools for effective programming, structuring and financing for implementation of urban infrastructure projects that contribute to more sustainable urban development.
On 21 October 2010, The Executive Bureau, Council, and General Assembly Meetings of UCLG ASPAC were held. Furthermore, the meetings continued with Sub-Regional Election and Presidency Nominations. It was unanimously decided that Dr. Fauzi Bowo, the Governor of Jakarta Capital City Government became the new President of UCLG ASPAC. Furthermore, the congress was concluded by Hamamatsu Declaration that was adopted by all members of UCLG ASPAC.
