Raoul Wallenberg Institute (RWI) in collaboration with Gwangju City and UCLG ASPAC launched the 3rd Blended Learning Course (BLC) on the localization of Human Rights and SGDs on 27th May 2021. BLC is aiming at introducing the concept, experiences, and network on localizing human right in the SDGs processes to the local government across Asia Pacific. The theme of 3rd BLC is to elaborate city planning in achieving sustainable and more inclusive recovery for urban resilient.

According to United Nations, human rights are inherent to all human being, without discriminations. This definition shows the strong relation between human rights and Sustainable Development Goals (SDGs), as stated on SDGs’ slogan “No One Left Behind”.

This Blended Learning Course will run for 5 (five) months (May – October) and attended by local governments from 6 (six) countries in Asia Pacific region, Indonesia, Kiribati, Maldives, Malaysia, Sri Lanka, and the Philippines. The participants are mainly the city planning officers in aforementioned countries.

There will be series of online module, online presentation, webinar, project course as well as the participation at World Human Rights Cities Forum (WHRCF). The participants will be requested to develop action plan on how they will transfer their new knowledge and network into their daily program and responsibility in the region. The participants will also be able to have online consultation with human right expert.

Local government should address their concern in human rights, as the Director of RWI, Morten Kjaerum said “If human right is not relevant in the local level, then it would be relevant nowhere”. He also added that Human rights build on the collective experience of humankind about what profoundly challenges in individually and the society.

Human rights implementation is important, especially during this COVID-19 pandemic. The study on human rights-based approach conducted in 14 countries highlighted the wide range of measures that state has to address more concerning consequences of pandemic response initiative. Local community should seize the emergency preparedness on the resilient and ensure that no one is left behind.

Dr. Bernadia Irawati Tjandradewi, the Secretary General of UCLG ASPAC stated that the organiser tried to make this course as practical as possible, for it to be applicable for the participants. Furthermore, she hopes this course will enlighten and sharpen the way local governments think and do their analysis.
