Samarinda: Integrating Climate Resilience Issues into Regional Development Plans

DECEMBER 2020 | UCLG ASPAC, under the framework of the Climate Resilient and Inclusive Cities (CRIC) programme, took part in public hearing held by local government of Samarinda. The public hearing is conducted to draft the document of Strategic Environmental Assessment, the step that is mandated by the Regulation of the Indonesian Minister of Home Affairs No.7/2018 for the preparation of drafting the Medium-Term Regional Development Plans. UCLG ASPAC would like to ensure the climate resilience issues were integrated in the planning document. Also attending the meeting was the climate change city working group whose establishment was initiated by CRIC. As Samarinda was one of cities in Indonesia holding its local election on 9 December 2020, UCLG ASPAC CRIC Team optimised the opportunity.

Throughout the hearing, UCLG ASPAC CRIC Team encouraged local government of Samarinda to go beyond the business as usual to achieve goals on SDGs. it is particularly important considering the targets will not be achievable if the local government of Samarinda does not put extra efforts on it. For four years ahead, UCLG ASPAC CRIC Team will help local government of Samarinda to achieve Goal 6 (Clean Water and Sanitation), 11 (Sustainable Cities and Communities), 13 (Climate Action), and 17 (Partnerships for the Goals).

For achievement of Goal 13, UCLG ASPAC CRIC Team suggested the city working group to recommend better implementation of Regional Action Plan on Greenhouse Gases. In addition, UCLG ASPAC CRIC Team suggested making recommendation for goals not yet achieved on the Strategic Environmental Assessment document to be included in the Regional Development Plans. For Samarinda, the documents were expected to be finalised in December 2020, followed with validation by East Kalimantan Provincial Environmental Agency.
