Background

‘Local Empowerment, Advocacy and Development (LEAD) for SDGs localisation in Pakistan’ is a 4-years (2019-23) programme, co-funded by the Delegation of European Union in Pakistan (EU) and UCLG ASPAC to support the Pakistan’s national government and Balochistan and Sindh provincial governments to localise and achieve the 2030 Agenda. This programme is implemented by the UCLG ASPAC, in partnership with its member organisations, the Association for Development of Local Governance (ADLG), the Local Council Associations of Balochistan (LCAB) and Sindh (LCAS).

The programme supports the Government of Pakistan in mainstreaming and localising the SDGs, in line with National and Provincial Frameworks. The programme is enhancing institutional capacities and strengthening local governments for improved public service delivery for better livelihood of local communities. It shall overall impact on the lives of 61 million residents of the Provinces of Sindh and Balochistan.

LEAD for SDGs Programme Pakistan is currently calling for applications from qualified candidates to fill in the post of a Monitoring, Evaluation and Learning (MEL) Coordinator at LEAD for SDG Programme based in Islamabad. The post assigned is to also support the implementation of LEAD for SDGs Programme Pakistan in Sindh & Balochistan Province.

Job Summary:

The MEL Coordinator will be responsible for monitoring and evaluation of the programme activities during the project duration. He/she will also provide support to the implementation of KM&CM component on documenting the programme learnings.

The MEL Coordinator will work closely with the Provincial Coordinators Sindh and Balochistan, Chief Executive Officer of ADLG, and, the member of UCLG ASPAC and key partner of LEAD, LCAS, LCAB, Local Governments and key strategic partners.

Key Responsibilities:

  • Technical support in reviewing and updating the Logical Framework Analysis.
  • Assist in developing a detailed design for the approved MEL system and implementation plan.
  • Develop and draw up a detailed training programme for the team members on the new M&E system.
  • Supervise and assist the testing, trial-run and implementation of the new MEL system.
  • Build up in-house capacity within programme on successful project planning, design, implementation, monitoring, and evaluation.
  • Lead on developing ToRs of the programme activities, pre and post evaluation forms and quality event reports, highlighting the learning outcomes.
  • Data collection of the programme action and updating the targets set through the LFA.
  • Support in the development of annual reports and such other reports as required by the programme or the donor.
  • Assist with the design and implementation of evaluations for the programme, with particular focus on internal and participatory evaluation methods.
  • Ensure the successful establishment of the MEL system within the specified timelines.
  • Ensure the documentation and capture of lesson learnt, case studies and experiences from the field and work closely with Knowledge Management and Communication Manager for its designing and dissemination.
  • Provide support and advice to the Team Leader, Advocacy advisor and UCLG ASPAC Jakarta office on strategy and detailed work programming with regards to activities within the overall programme framework of the organisation.
  • Provide advice as requested to Programme’s field offices (Sindh & Balochistan) with responsibilities for implementing defined activities.
  • Develop all kind of formats for reporting and monitoring as required in detailed MEL Plan in consultation with the team leader and relevant stakeholders.
  • Make periodic/monthly monitoring visits to the field and target areas to ensure smooth and timely implementation of the project activities and to provide technical assistance and troubleshoot along with staff.
  • Help to evaluate projects as per the agreed tool planned in the work plans/utilise the results for improvement in the project and future projects of the same nature.
  • Facilitate in conducting mid-term and end-term evaluations.
  • Adhere to the Organisation’s policies/procedures including finance, human resources, security, procurement and logistics, and ensure staff compliance.
  • Assist Finance & Administration manager in managing the financial records to make it available for monitoring and audit purposes.
  • Perform any other tasks as assigned by the supervisor.

Working Conditions & Travel:

  • The position is based at Islamabad with expected travel to field sites at the provinces of Balochistan and Sindh Province.

Person Specification:

Education and Experience:

  • Master’s Degree or equivalent from Higher Education Commission recognised university in the field of development, public administration, business management, political science, sociology, financial management or related discipline.

Experience, Skills & Competencies:

  • At least, 7 years of past experience at with proven record of establishing and maintaining MEL system in a reputable national or international organisation, in the government, academia, international agency or the private sector.
  • Has strong past experiences on Local Governance, Millennium Development Goals (MDGs), Sustainable Development Goals (SDGs) shall be given preference.
  • Excellent knowledge about project management cycle, LFA, MEL frameworks and result based management of the donor-funded programmes.
  • Good knowledge of Microsoft office (word, excel, outlook express, internet, power point) and preferably project management software.
  • Excellent verbal, written and presentation skills in Urdu and English.
  • Experience of working with EU-funded programme will be an asset.
  • Ability to translate data from local language to English or Urdu
  • Qualitative documentation and report writing experience.
  • Experience of working with local governments, communities and building collaborative relationships for capturing the local knowledge, case studies and experiences.
  • Ability to work in stressful conditions and remote geographical areas.
  • Must have previous experience working independently or with minimal supervision.
  • Attention to detail, excellent interpersonal and communication skills with strong follow-through required.
  • Having organisational commitment, personal integrity, ability to work with diverse groups of people and respect for others.
