DELGOSEA Standing Committee Coordination Meeting

IN the second quarter of 2015, UCLG ASPAC and Konrad-Adenauer Stiftung (KAS) Manila, organized a Standing Committee (SC) Coordination Meeting in conjunction with the Executive Bureau Meeting and UCLG ASPAC- The European Voice of Local and Regional Authorities for Development (PLATFORMA) Seminar in Makati, the Philippines. It was the first coordination meeting of the DELGOSEA SC in 2015 to discuss the deliverables of 2014 and upcoming workplan for 2015.

The meeting was lead by Ms. Marisa Lerias from the League of Municipalities of the Philippines (LMP), who is the coordinator of DELGOSEA network on behalf of the Chair of Standing Committee. All members of DELGOSEA Standing Committee were invited to participate in the discussion in particular for the several issues that the Committee has been facing.

Furthermore, report and workplan from each country were also presented providing inputs for the regional workplan of SC. The work of Committee comprises of regional as well as national activities from members. The meeting therefore aimed at harmonizing them to produce an integrated plan. Standing Committee of DELGOSEA was established to support the advocacy work of the network under UCLG ASPAC constitution. Hence, the core functions of SC are to lobby ASEAN on local governments’ issues, to promote the establishment of Local Government Associations (LGAs), to strengthen local governments and their associations, and to develop local governments’ capacity in the region.

Another agenda discussed in the meeting was the monitoring and evaluation scheme of DELGOSEA. This new scheme was proposed to support the network in assessing and updating its achievement and progress. It has new framework and methodology, which are different from the initial monitoring and evaluation based on EU approach, applied in the first phase of DELGOSEA. The proposed scheme has adjusted the new objectives and functions of DELGOSEA’s second phase. The methodology can review the previous network’s outputs to be used as a baseline for planning the upcoming activities. This will improve the performance of the network and the Committee in positioning the goal as well as providing benefit for its members. (MH)
